This is a question which interests me always. To me Hong Kong does have its own culture, it is a mixture of the modern (corporate/international/urban) and the traditional. But the problem is it gets very very diluted, and there was no systematic effort to preserve the traditional aspects - which make Hong Kong culture unique.
As a frequent traveller who always travel around those Asian countries I am always impressed by the rich cultural heritages which live in harmony with the modern lifestyle so well. Take Thailand as an example. And their societies do make the effort to preserve such heritages. Many tradition arts that are forgotton by Hong Kong people can be found in Bangkok, for instance, I don't know if Hong Kong people really appreciate their traditional paper art, such as 燈籠; but I do see very very refined 燈籠 in Thailand. I also see very very refined but modified type of traditional paintings and architectures in Bangkok. This is the charm of a nation.
We sure can find similar type of traditional charm in various Asian countries, Indonesia, India (which is appreciated so much worldwide), Nepal, and so on. Even those very modernized countries such as Japan and Korea also maintain very strong cultural heritages of their own.
I think it is quite hard for foreigners to appreciate the movies of Stephen Chau and 車仔麵, specially with Stephen Chau which is really a 'product' of Hong Kong lifestyle, without being familiar the contexts it is very difficult for foreigners to be able to accept it. Also I think Hong Kong has already developed quite enough of 粗鄙文化, perhaps what Hong Kong needs most is, somehow, to start to redevelop some basic qualities, such as 基本禮貌 et cetera. The local culture seems to encourage a kind of rude attitude or a kind of roughness, and doesn't show the awareness/care of/about quality at all.
